Basic Function

To direct and oversee contract administration and procurement activities related to all Metro equipment, materials, products, construction, or services.

Example Of Duties

  • Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the administration of solicitations and contracts issued to acquire materials and services
  • Coordinates contract administration activities with other departments
  • Coordinates with other departments on utilization of systems and tools to support business objectives
  • Assists in the development and modification of Metro’s long- and short-range plans
  • Directs the preparation and administration of budget for areas of responsibility
  • Confers with Metro management regarding contract management activities
  • Ensures compliance with federal, state, and Metro rules, regulations, and policies
  • Confers on the design and maintenance of procurement business systems, including Contract Information Management System, Financial Information System, Maintenance and Materiel Management System, and Automated Storage and Retrieval System
  • Evaluates or monitors contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations
  • Analyzes claims, disputes, or complaints occurring in performance of contracts
  • Confers on programs with Diversity and Equal Opportunity Department to increase participation of Disadvantaged Business Enterprises, Small Business Enterprises, and Disadvantaged Veteran Business Enterprises, Medium Size Business and ensure compliance with programs and targeted goals
  • Develops strategies to resolve potential and actual problems on contracts
  • Collaborates on general, special, and technical provisions in contracts to ensure maximum competition and effective performance
  • Represents Metro in meetings with representatives of governmental agencies and professional and business organizations
  • Monitors developments related to assigned areas of responsibility, evaluates their impact upon Metro operations and recommends policy and procedural improvements
  • Directs and as necessary negotiates resolution of contract completion and termination processes
  • Prepares comprehensive reports and correspondence
  • Supervises, mentors, and trains subordinate staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree - Business, Public Administration, or other related field
  • 5 years' management-level experience in procurement or contract administration, including experience administering or supporting major engineering and/or construction contracts
  • Valid California Class C driver license
  • Master's degree in related field desirable
Preferred Qualifications :
Due to the competitiveness of the recruitment, consideration may be given to those candidates who demonstrate the following additional qualifications:
  • Experience with public works heavy construction-managing contracts on elarge, complex projects ($100M+)
  • Experience with claims avoidance and resolutions
  • Experience preparing presentations to senior management, and Alternative Dispute Resolution entities
  • Experience with Critical Path schedules
  • Experience with reading design drawings


  • Theories, principles, and practices of public agency contract administration, bid/proposal and contract analysis and preparation techniques
  • Applicable local, state, and federal laws, rules, and regulations governing contract administration for procurement of construction, materials, goods, and professional services contracts
  • Administrative principles and methods, including goal setting, program and budget development and implementation
  • Accounting principles and cost accounting
  • Modern management theory


  • Plan, organize, and direct the work of a contract administration or related support department
  • Demonstrate the content of a complete contract file from pre-award through close out
  • Compile, analyze, and interpret complex data
  • Analyze situations, identify problems, implement solutions, and evaluate outcome
  • Prepare comprehensive reports and correspondence
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Communicate effectively orally and in writing
  • Represent Metro before the public
  • Exercise independent judgment and creativity in making decisions
  • Mediate and negotiate effective settlements and agreements
  • Interact professionally with various levels of Metro employees and outside representatives
  • Supervise subordinate staff
  • Travel to offsite locations within a reasonable timeframe
  • Read, write, speak, and understand English
