Basic Function

To perform senior-level complex work in support of contract administration activities for capital projects and services.

Example Of Duties

  • Develops, reviews and comments on Request for Proposals (RFPs) and Invitation for Bids (IFBs) and issues solicitation amendments as necessary
  • Leads other RFPs and IFB team members in planning, developing strategies, performing proposal evaluations, answering questions and correcting errors and/or inconsistencies in the solicitations
  • Prepares packages for advertising, printing, and distribution
  • Conducts pre-bid and pre-proposal meetings to answer questions and set schedules
  • Establishes evaluation criteria
  • Receives bids and proposals; acts as chairperson on bid/proposal evaluation team; recommends contract awards to supervisor
  • Prepares various contract award letters and notices
  • Responds to bid and proposal award protests
  • Participates in initial contractor and consultant conferences
  • Completes final draft of contracts
  • Reviews and approves invoices and payments
  • Negotiates and approves change orders, task orders, contract work orders and contract modifications
  • Coordinates escrow agreements
  • Attends progress meetings to review contract issues, set payment schedules, and make adjustments to contract administration
  • Monitors contract compliance
  • Assists in developing claim strategies designed to minimize damage assessment and effect on schedules
  • Arranges and participates in final inspection and prepares closeout documents
  • Prepares monthly status reports, summaries, and other correspondence
  • Briefs management on assigned projects and give oral presentations as applicable
  • Supervises subordinate staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree - Economics, Business, Public Administration, or other related fields
  • 4 years' senior-level experience performing complex contract administration work
  • Valid California Class C driver license
  • Master's degree or CPCM is desirable

Preferred Qualifications (PQ's) are used to identify relevant knowledge, skills, and abilities (KSA's) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQ's will help support selection decisions throughout the recruitment.   • Experience performing proposal evaluations
  • Experience acting as chairperson on proposal evaluation teams
  • Experience performing cost/price analysis


  • Theories, principles, and practices of contract administration for public agencies
  • Applicable local, state, and federal laws, rules, regulations, and policies governing public procurement and complex heavy construction contract administration processes
  • Principles of supervision


  • Plan, organize, and coordinate the work of an integrated project team to perform contract administration functions
  • Perform complex professional services or construction contract administration work
  • Mediate and negotiate
  • Interview and evaluate contract proposal respondents
  • Represent Metro before the public
  • Prepare comprehensive reports, contracts, specifications, correspondence, RFPs, and RFBs
  • Communicate effectively orally and in writing
  • Analyze situations, identify problems, and recommend solutions
  • Exercise judgment and creativity in making decisions
  • Determine strategies to achieve goals
  • Compile and analyze complex data
  • Perform cost analysis
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, and budgets
  • Interact professionally with various levels of Metro employees and outside representatives
  • Supervise subordinate staff
  • Travel to offsite locations within a reasonable timeframe
  • Read, write, speak, and understand English
