Basic Function

To perform complex-level work in support of Metro's Diversity and Economic Opportunity Department in the areas of contract compliance, bonding, and small business outreach programs.

Example Of Duties

  • Sets disadvantaged business enterprise (DBE) participation goals or small business requirements for contracts
  • Presents DBE/small business enterprise (SBE) program information to contractors and subcontractors
  • Gathers and reviews documents from applicants requesting bonding and small business program information and determines eligibility
  • Counsels participants on requirements of contract compliance, bonding, small business, and outreach programs
  • Conducts desk audits and onsite interviews to verify information
  • Attends appeals hearings to respond to issues raised by the panel and allow due process to denied applicants
  • Conducts pre-bid and pre-construction conferences to assist contractors and subcontractors with information on small business programs
  • Responds to public inquiries about upcoming bids
  • Monitors contracts for DBE, SBE, mentor/protégé and small business program compliance
  • Monitors and audits contractor payroll to ensure compliance with labor wage requirements
  • Conducts investigative activity to resolve open DBE/SBE complaints and other identified violations
  • Represents department at internal and external meetings to clarify and discuss issues related to contract compliance, bonding, small business, or outreach programs
  • Develops partnerships with public agency small business program representatives and DBE/SBE trade associations to coordinate outreach events and keep abreast of small business community activities
  • Develops and maintains corporate sponsorships with small business organizations
  • Assists contractors and staff in using Metro's small business software to track, monitor, and report DBE/SBE contract activity
  • Coordinates internal and external outreach events and speakers
  • Conducts internal and external training workshops to convey changes in small business regulations
  • Establishes and maintains budget for education and outreach opportunities
  • Develops departmental marketing materials
  • Prepares articles for Metro's newsletters and website
  • Prepares reports and various other correspondence
  • Leads team of subordinates and monitors activities
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree - Public Administration or related field
  • 3 years' journey-level experience implementing contract compliance, small business, or outreach programs
Preferred Qualifications

Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.

The following are the preferred qualifications:

  • Experience implementing, monitoring, and reporting small business programs (DBE/SBE), including bond programs
  • Experience facilitating public meetings, council, and committee meetings
  • Experience developing and monitoring databases
  • Experience reporting budget activity
  • Proficient experience with Microsoft Office Excel and Word applications

Knowledge:

  • Theories, principles, and practices of contract compliance, bonding, small business, or outreach program administration
  • Applicable local, state, and federal laws, rules, and regulations pertaining to contract compliance, small business programs, or outreach program implementation
  • Investigative and interview techniques
  • Public speaking techniques
  • Business software applications such as Microsoft Access, Excel, Outlook, PowerPoint, and Word

Abilities:

  • Lead work teams as assigned
  • Communicate effectively orally and in writing
  • Represent Metro before at public meetings
  • Prepare comprehensive reports and correspondence
  • Analyze situations, identify problems, and recommend solutions
  • Compile and analyze complex data
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Interact professionally with various levels of Metro employees and outside representatives
  • Travel to offsite locations within a reasonable timeframe
  • Read, write, speak, and understand English
