Basic Function

To perform journey-level work in support of construction contract administration activities.

Example Of Duties

  • Prepares packages for Request for Proposals (RFPs) and Invitation for Bids (IFBs); performs cost/price analyses
  • Plans procurement processes and assists user departments with setting schedules
  • Schedules advertising and announcement of RFBs and IFBs
  • Holds pre-proposal and bid conferences to answer questions
  • Leads proposal and bid evaluation teams to evaluate proposals and bids
  • Negotiates contract costs, terms, and conditions with multiple vendors
  • Prepares award recommendations for management
  • Prepares reports and correspondence
  • Conducts various meetings, including pre-bid and pre-proposal meetings
  • Monitors contract compliance and negotiates amendments and/or change orders; establishes pricing/negotiation strategies
  • Analyzes cost/price elements in contractor proposals, bids, amendments or change orders
  • Determines market effect on pricing
  • Resolves problems and disagreements between contractors and user departments
  • Assist reviewing and approving contractor invoices
  • Assists new vendors with requirements of the procurement process
  • Conducts closeout activities upon contract completion
  • Performs other related work/duties
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor’s degree in Business, Public Administration, or other related field
  • 2 years' experience performing professional or construction contract administration work
Preferred Qualifications

Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.

The following is the preferred qualification:

  • Experience performing cost/price analysis
  • Experience performing procurement activities
  • Experience working with Microsoft Office applications including Excel, PowerPoint, and Word

Knowledge:

  • Theories, principles, and practices of professional services or construction contract administration for public agencies
  • Applicable local, state, and federal laws, rules, regulations governing public procurement and complex professional or heavy construction contract administration processes
  • Statistical and cost/price analysis

Abilities:

  • Perform professional or construction contract administration work
  • Conduct evaluation panel for procurements
  • Perform cost/price analysis
  • Mediate and negotiate
  • Communicate effectively orally and in writing
  • Represent Metro before the public
  • Prepare reports, contracts, correspondence, RFPs and IFBs
  • Analyze situations, identify problems, and recommend solutions
  • Compile and analyze complex data
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, and budgets
  • Interact professionally with various levels of Metro employees and outside representatives
  • Travel to offsite locations within a reasonable timeframe
  • Read, write, speak, and understand English
