Basic Function

To perform complex civil/roadway engineering work related to major rail transit projects and oversee a work group or project team in performing engineering projects and oversee design work performed by consultants.

Example Of Duties

  • Plans, organizes, assigns, implements and manages engineering projects in accordance with budget and schedule requirements
  • Interacts with user departments in response to service requests; researches and gathers all necessary details to determine engineering functional requirements to meet project user’s needs
  • Provides roadway engineering design services and design support during construction; provides support for project bid and award phase, construction management, closeout, activation and startup activities for bus and rail transit projects
  • Supports development of workplans, safety guidelines, maintenance requirements and operational needs for design projects
  • Assures project compliance with design criteria and standards, workplans, safety guidelines, maintenance requirements and operational needs
  • Participates in the engineering configuration management process to maintain current engineering records for bus and rail facilities and systems
  • Reviews contract documents for compliance with design codes and standards, design criteria and policies and procedures; and substantiates contractor invoices
  • Reviews designs for quality, constructability and cost effectiveness; recommends design changes
  • Works with in-house engineering and construction disciplines, consultants and/or contractors to identify and resolve problems which may impact the progress of the project or users existing or planned operational performance
  • Provides technical support during contract bidding, negotiation, and award processes
  • Provides resident engineer/quality control inspection services
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree - Civil Engineering
  • 5 years’ professional engineering experience in civil engineering, including design and construction of public transit projects or major public agency projects
  • Professional certificates/licenses: State of California registration as a Professional Engineer in Civil Engineering
Preferred Qualifications

Due to the competitiveness of the recruitment, consideration may be given to those candidates who demonstrate the following additional qualifications:
  • Experience in roadway design, grading, drainage, and utility relocation
  • Experience leading or managing engineering projects
  • Knowledgeable of City of Los Angeles and Caltrans standards and procedures

Knowledge:

  • Theories, principles, and current practices of engineering design and construction in general civil engineering, engineering, roadway design, drainage and grading disciplines
  • City of Los Angeles design standards and permitting requirements
  • Design related to rail facilities, underground utilities, roadway design, grading, drainage design, and utility relocations
  • Engineering mathematics and computer applications
  • Contract administration and budgeting
  • Project management and control practices
  • Applicable local, state, and federal laws, rules, and regulations governing engineering design, construction, and safety practices, local building and zoning codes

Abilities:

  • Perform complex civil engineering design work related to rail facilities, underground utilities, and utility relocations, roadway, grading, and drainage for major rail transit projects
  • Serve as lead for in-house specialized engineering activities for bus and rail transit engineering projects from conception to completion
  • Monitor and evaluate work by consultants and construction contractors
  • Communicate effectively orally and in writing
  • Interact professionally with various levels of Metro employees and outside representatives
  • Compile, analyze and interpret complex data in order to prepare comprehensive reports and correspondence
  • Use computer-aided tools and products such as InRoads, AutoCAD, or MicroStation
  • Analyze situations, identify problems, and recommend solutions
  • Exercise judgment and creativity in making decisions
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, and budgets
  • Read, write, speak, and understand English
