Basic Function

Responsible for the management and performance of Rail Systems activities of the Project Engineering group within Metro Construction Project Management Division.

Example Of Duties

  • Prepares Project Engineering Systems group work plan and administers the group’s work for compliance with authorized budget and schedule
  • Coordinates with other Engineering Directors to plan and prioritize the Department’s work and to assign staff to each project
  • Directs the activities of Project Engineering Systems group to monitor and review the work of consultants, cost and schedule proposals, negotiations, and development of consultant workplans
  • Develops work scopes and negotiates consultant services contracts and contract changes; coordinates and supervises consultants' engineering design activities
  • Directs and oversees management of projects related to ADA, Clean Air Act and others as mandated by Federal, State and local regulatory agencies
  • Directs engineering activities related to the design and construction or modification of major bus and rail facilities, guideways, and structures
  • Directs, oversees and administers the design, procurement, construction, and installation of Electrical Systems, Train Control, Traction Power, Overhead Contact Systems (OCS) and Communications Systems
  • Directs, manages and oversees rail systems design with emphasis on reliability and efficiency in accordance with Metro Rail Design Criteria (MRDC)
  • Manages and oversees rail systems design plans are in conformance with AREMA, CPUC, NFPA 130 and fire life safety criteria in tunnels, underground stations, elevated, at-grade stations, maintenance shops and yards
  • Coordinates and maintains relationships with various internal and external stakeholders with respect to rail systems elements to enhance operability and reliability of capital improvement projects
  • Provides guidance to engineering team and recommends engineering solutions on project challenges to mitigate delays and cost overruns
  • Evaluates system’s manufacturers recommended component overhaul schedules
  • Assures that state-of-the-art engineering approaches are applied during design and construction of engineering projects and work complies with Metro Standards and Criteria
  • Ensures work complies with federal and state laws, regulations and rules
  • Assists in planning, developing and implementing departmental policies and procedures and recommending improvements
  • Assists in establishing and implementing Construction Project Management’s goals and objectives
  • Prepares and presents reports to management and Board of Directors
  • Confers with Metro management, staff, government officials, contractors and consultants regarding engineering matters relating to systems improvements
  • Supervises a staff of professional engineers, architects and associates
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree Engineering (Electrical, Mechanical, Civil) or related field
  • 5 years’ management-level experience in systems engineering design and construction of major transit projects or major public works projects
  • Professional certificates/licenses: State of California registration as a Professional Engineer (PE)
Preferred Qualifications

  • Experience managing the design and construction of large rail systems engineering projects or communications engineering public works projects
  • Experience managing management of large rail systems engineering projects or communications engineering public works projects
  • Experience utilizing System-wide electrical systems related to rail systems
  • Experience complying working with Supervisory Control and Data Acquisition (SCADA) interface requirements
  • Experience utilizing working with train control
  • Experience utilizing working with traction power
  • Experience utilizing Overhead Contact Systems (OCS)

Knowledge:

  • Theories, principles, and practices of Rail Systems engineering and construction for subway and light rail systems
  • Design and construction in Traction Power OCS/Third Rail Systems, Train Control, Communications and System-wide Electrical Systems
  • Rail systems testing, commissioning and start-up/activation
  • Contemporary construction methods, equipment, material and construction costs
  • Public agency procurement procedures and contract administration
  • Modern management theory
