Basic Function

To develop, manage, and administer all aspects of a project relating to Homeless Strategic Planning and ensure that tasks are delivered on schedule and within budget.

Example Of Duties

  • Manages various aspects of a project which may include finances, research, design, technical support, schedules, budget compliance, planning, and agency reporting
  • Oversees the development of project specifications and requirements
  • Manages a project¬ís scheduling, prioritization of work, budget development, monitoring, planning, and reporting
  • Reviews, analyzes, and interprets contract specifications and scope of work documents of a project to ensure conformance with requirements, regulations, codes, policies, procedures and plans
  • Reviews, analyzes, and monitors actual project performance to ensure conformance with scope, schedule, and budget
  • Attends progress meetings with members of the project team to report on status
  • Identifies problems and recommends resolutions to budget, cost, and schedule-related activities
  • Prepares reports for management and the Board of Directors
  • Participates in project outreach
  • Coordinates with various stakeholders
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree - Business, Planning, Public Administration, Political Science, or other related field
  • 4 years' senior-level experience in project management, project funding and financing, or project delivery
Preferred Qualifications

Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.

The following are the preferred qualifications:

  • Professional experience collaborating with non-governmental organizations, community-based organizations, or faith-based communities
  • Professional experience overseeing and monitoring outreach efforts for the homeless, juvenile, elderly, or mental health populations
  • Professional experience engaging with internal and external stakeholders to develop policies relating to homelessness and encampments

Knowledge:

  • Principles, policies, and practices of public health research relating to health, education, and political advocacy
  • Theories, principles, and practices of project management
  • Applicable local, state, and federal laws, rules, and regulations
  • Contract administration
  • Personal computer business project management software applications
  • Local, state, and federal issues, including but not limited to labor, business, and environmental issues

Abilities:

  • Provide assistance in monitoring multiple projects to ensure compliance with schedule and budget
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Interact and represent Metro in front of public and elected officials
  • Recommend action plans, report on progress, review and comment on contract required documents, and respond to requests from executives and Board of Directors
  • Analyze situations, identify problems, and recommend solutions
  • Exercise judgment and creativity in making decisions
  • Compile, analyze, and interpret complex data
  • Negotiate contract terms
  • Determine strategies to achieve goals
  • Prepare comprehensive reports and correspondence
  • Interact professionally with various levels of Metro employees and outside representatives
  • Communicate effectively orally and in writing
  • Read, write, speak, and understand English
