Basic Function

Supervises multi-skilled personnel and contractors in the repair, modification, upgrade, overhaul, and maintenance of: buildings, facilities, grounds, fire and life safety systems, wayside structures, mechanical, electrical, or communications systems, and equipment

Example Of Duties

  • Ensures service requests and job specifications are completed on time
  • Reviews design criteria and/or repair cost estimates
  • Prepares and reviews requisition packages for procurement of new contracts, including contract specifications; scope of work statements; and justification for contract services, materials, equipment, deliverables, and schedules; monitors performance and budgetary compliance by vendors
  • Prepares or assists Contract Administrators in the preparation of Requests for Proposals and Invitation for Bid; recommends amendments to and administers vendor contracts as required
  • Evaluates bids and proposals
  • Prepares memos, contract budgets, comprehensive reports, spreadsheets, and correspondence
  • Develops annual maintenance budgets, monitors annual expenditures and ensures contracts and projects are completed within approved budgets
  • Assists in reviewing construction and engineering drawings related to construction and maintenance work
  • Diagnoses maintenance problems; makes or directs repairs, equipment overhauls, upgrades, and modifications; or recommends corrective action
  • Prepares programs and schedules for equipment upgrades, and investigates and reports on accidents and equipment failure
  • Administers service or maintenance contracts and ensures they meet applicable standards and are performed satisfactorily and in accordance with contract requirements
  • Instructs contract personnel on safety practices; enforces safety regulations, and ensures regulatory compliance
  • Inspects all work in progress and completed projects
  • Develops, implements, and oversees maintenance programs; ensures compliance with preventive maintenance plans and schedules; reviews and maintains or manages the maintenance of records; prepares weekly and monthly activity reports
  • Works with other departments, outside agencies, and vendors to coordinate activities
  • Informs other supervisors and management of problems and work in progress status
  • Tracks, maintains, and distributes licenses and required permits for repairs on construction
  • Utilizes a computer based information system to process work orders, incidents, timesheets, material requests, and perform other related tasks
  • Accounts for personal compliance with all of Metro’s safety rules, policies, and procedures
  • Maintains, supports, and promotes a safe work environment while complying with all of Metro’s safety rules, policies, and procedures

Requirements For Employment

  • Associate's degree - Related field or equivalent training from a recognized trade school
  • 3 years of experience overseeing maintenance and repair contracts and overseeing contractors within the following areas: buildings, facilities, grounds, fire and life safety systems, wayside structures, mechanical, electrical, or communications systems, and equipment
  • Experience as outlined above may be substituted for education on a year-for-year basis
  • Valid California Class C driver license
Special Conditions:

  • Possible exposure to physical, weather, electrical, mechanical, and chemical hazards


  • On call 24 hours


  • Depending on assignment may be required to climb up to 50 feet

Knowledge:

  • Theories, principles, and practices of the repair and maintenance of facilities and associated systems including but not limited to fire and life safety systems, electrical, hydraulic, compressed air and construction
  • Public agency procurement processes and contract administration
  • Basic engineering principles
  • Contract maintenance management procedures
  • Applicable local, state, and federal laws, rules, and regulations relating to safety requirements and procedures including HAZMAT and Storm Water Pollution Act
  • Principles of supervision
  • Maintenance Information Systems

  • Plan, organize, and monitor the work of multi-skilled workers in a variety of locations or direct the work of contractors in maintaining and repairing facilities and related systems
  • Communicate effectively orally and in writing
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
