Basic Function

To manage and maintain the activities of the Enterprise Transit Asset Management Unit providing centralized systems support and data analytics for asset inventory.

Example Of Duties

  • Provides database programming services in Microsoft Structured Query Language (SQL), including SQL Server, Access and Power BI development work, data conversion and validation, customized data reporting, and assisting with analysis and interpretation of data for use in physical asset inventory and financial needs analysis
  • Serves as project manager for development and updates of SQL database applications including design, specifications, testing, implementation, data conversions, interfaces, custom reporting, and resolution of issues/debugging
  • Provides input and oversight in testing of new Enterprise Resource Programs (ERP)/Enterprise Asset Management (EAM) systems
  • Optimizes antiquated reporting methods by introducing accessible data models, interactive reporting, and intuitive data analysis
  • Supports the development and administration of a SQL Server environment within the Enterprise Transit Asset Management Unit
  • Manages the identification of analytics for a group of related departments to provide supporting data around Metro performance objectives
  • Develops analytic models and test scripts to extract and analyze data from various Metro systems for a group of related departments to provide management with decision making tools
  • Manages the development, implementation, and support of database systems including SQL Server platform, Access, Power BI, and software systems including Tableau, SharePoint, Oracle Business Intelligence tools, Oracle (Financial Information System), computerized maintenance management systems (Maintenance and Material Management M3 system) and related applications for asset management; modifies existing modules as requirements change
  • Coordinates and consults with asset data owners and technical staff to collect and validate data for input into asset database
  • Reviews and monitors asset inventory database for improved user interfaces and enhancements, customizability and performance
  • Manages contractor teams and project management across departments for software development, defining functional requirements, application development, application enhancement and debugging
  • Provides technical direction and manages technical reviews of system analysis projects, system design, and program implementation; approves system designs and changes before presentation to user
  • Leads and facilitates a cross-functional team agency-wide that identifies opportunities for improvement in application of system support capabilities
  • Designs and coordinates systems usage training programs to managers and end-users of all departmental systems
  • Provides advice to management and staff in the development of strategies and resolution of major problems
  • Chairs and participates in various technology-related committees and task forces
  • Identifies, monitors, and evaluates departmental system performance, in alignment with Metro’s strategic goals and all applicable rules and regulations to ensure successful performance
  • Develops and maintains skills to identify best practices and emerging trends in analytics
  • Adjusts input and reporting requirements and training programs as necessary
  • Directs internal consulting activities of the departmental systems support including advising the Departments on work process improvement, and performance measurement
  • Supervises subordinate staff
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree - Management, Analytics, Business Information Systems, Public Administration, Computer Science, Systems Engineering, or other related field
  • 4 years' experience in business process improvement and technology implementation in a large private or public organization working with SQL coding, information systems, maintaining databases, and keeping data updated in a financial, engineering or planning data environment
  • Valid California Class C driver's license
  • Master’s degree in related field desirable
Preferred Qualifications

  • Experience analyzing complex data sets
  • Experience working at a transportation agency
  • Knowledge of Federal Transit Asset Management regulations and guidelines
  • Experience interfacing with ArcGIS
  • Experience planning or managing capital projects
  • Experience maintaining large databases
  • Microsoft certification on SQL Server, Access, Power BI, and/or SharePoint preferred

Knowledge:

  • Computer analytics development and programming, in order to monitor, data mine and maintain public agency assets SQL, HTML, XML, M/S SQL Server, Tableau, Power BI, Oracle, ERP etc.
  • Theories, principles, and practices of statistical analysis and database management systems, techniques, and design including statistical data modeling techniques
  • Interpretation/translation of analytical work results into business results
  • Public administration
  • Administrative principles and methods, including goal setting, program and budget development and implementation
  • Writing technical papers, board reports and must be able to interpret applicable law
  • Modern management theory

Abilities:

  • Design, develop, test, debug and implement functional enhancements to database structure
  • Execute built in procedures, perform database analysis, and generate data reports using SQL
  • Optimize and tune MS SQL databases and queries
  • Write ad hoc SQL scripts to select data for analysis, and update or delete problem records
  • Develop models to extract and analyze data
  • Determine strategies to achieve goals
  • Establish and implement policies and procedures
  • Understand, interpret, and apply related laws, rules, regulations, policies, procedures, budgets, and labor/management agreements
