Basic Function

To perform .NET-related advanced programming and systems analysis and design.

Example Of Duties

  • Maintains and supports various information systems
  • Performs complex analysis and design of computer systems using information engineering techniques
  • Data mining and data warehousing
  • Prepares complex programs in specified languages for specified software and hardware applications
  • Tests, debugs, documents, and installs programs and systems
  • Consults with users in specified application area to determine information systems needs and requirements
  • Analyzes and corrects systems problems
  • Evaluates commercial hardware/software to determine utility to satisfy users' information systems needs
  • Prepares feasibility studies and project proposals
  • Uses routines and procedures to install, maintain, upgrade, and support software products and other related software
  • Identifies, installs, and maintains data communications interfaces
  • Works with end-users to develop process and data models
  • Develops and ensures adherence to standards for program and system documentation
  • Prepares user documentation; provides training to users on systems applications
  • Serves as team leader on assigned projects; instructs team members in programming techniques and languages
  • Participates in the department's information security, disaster recovery, and safety programs
  • Supervises subordinate staff
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree in a relate field
  • 3 years system design and analysis experience using a specified language for a large computer system
Preferred Qualifications

Due to the competitiveness of the recruitment, consideration may be given to those candidates who demonstrate the following additional qualifications:
  • Experience developing web-based applications in ASP.Net web forms, ASP.Net MVC and/or ASP.Net MVC Core


  • Experience utilizing a SQL Server or Oracle Server backend


  • Experience supporting a .NET application


  • Experience utilizing C#, Java Script, JQuery, Angular and/or React
Special Conditions

  • Overtime, on-call, weekend/holiday work required when necessary


  • Travel to offsite locations when necessary


Knowledge:

  • Theories, principles, and practices of management information systems and specified application areas LANs, WANs, and gateways Advanced capabilities of computers from large-scale systems to, including specified software products and operating systems such as UNIX, Banyan Vines, Windows, SharePoint, Visual Studio, Crystal Reports, and TOAD
  • Applicable local, state, and federal laws, rules, and regulations governing information systems for a public agency Project management techniques and tools
  • Mathematics used in complex business applications and public sector financial systems
  • Project management and data modeling skills
  • Mobile application and Web development design
  • Documentation standards
  • Principles of supervision

Abilities:

  • Analyze and design complex information systems in a specified application area using information engineering techniques

  • Perform complex programming in such languages as: SQL, C++ C, Oracle, PL/SQL, HTML, Java, JQuery or other specified languages

  • Interact professionally with various levels of employees and outside representatives
  • Communicate effectively orally and in writing
  • Understand, interpret, and apply laws, rules, regulations, policies, and procedures
  • Operate a personal computer, computer terminal, and general office equipment

  • Travel to offsite locations within a reasonable timeframe
  • Develop forms and reports using Oracle Developer, Crystal Reports, and other tools
