Basic Function

To plan, develop, direct, and manage the Enterprise IT Networks (with 5000 nodes and above) and to perform related work as required in designated Information Technology areas.

Example Of Duties

  • Develops plans, directs and manages the Enterprise Network Infrastructure for Metro's voice and data network.
  • Provides management oversight and technical expertise for Information Technology (IT) systems
  • Facilitates strategic and operational planning
  • Monitors current systems and recommends improvements to program design and future service plans
  • Prepares feasibility studies and project schedules
  • Solicits vendor cost estimations and tracks actual project costs
  • Serves as the liaison between group departments, external vendors/providers of IT, and Metro executives
  • Researches and evaluates new technology software and hardware
  • Participates on various committees and task forces related to the Enterprise networking and network security.
  • Reviews and analyzes justifications for new and expanded network programs
  • Provides network expansion, network implementation, project management, and network architecture design assistance
  • Presents plans, project status and progress against milestones in oral and written reports to Senior Management
  • Manages and monitors the individuals responsible for completing each project through direct supervision
  • Supervises the development/implementation of projects and services through the entire project life cycle
  • Allocates assigned manpower and other resources required to meet objectives
  • Consults with user departments to clarify and solve networking needs and problems; establishes priorities and schedules to ensure user satisfaction with implemented systems
  • Provides technical direction and manages technical reviews of system analysis projects, system design, and program implementation; approves system designs and changes before presented to user
  • Participates in selection and negotiation processes for hiring of outside contractors; oversees work of contractors, monitors contractor progress and evaluates work products, and authorizes payment for services
  • Chairs meetings with consultants and users to resolve problems, make design decisions, and resolve complex contract scope issues
  • Conducts special projects and studies and assists in establishing departmental plans and schedules
  • Directs preparation of feasibility studies, project proposals, and requests for proposals for the purchase of new software and hardware
  • Participates in the department's information security, disaster recovery, and safety programs
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one year basis. A typical combination includes:
  • Bachelor's degree - Computer Science, Information Systems, Business Administration, Public Administration, or other related field
  • 3 years' management-level experience in an enterprise networking environment.
Preferred Qualifications

Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.

The following are the preferred qualifications:

  • Experience managing enterprise networks with 2000+ end devices and 20+ remote locations
  • Experience managing large enterprise networking systems for a public agency
  • Experience leading a network implementation from inception to completion
  • Experience managing bus and rail networking integrations

Knowledge:

  • Theories, principles, and practices of networking systems and related areas; software and hardware; network development life cycle; network system design; and overall data management systems, techniques, and design using network engineering techniques
  • Advanced capabilities of large-scale computing platforms and cloud computing architectures
  • Engineering Mathematics and computer applications
  • Local Area Networks (LANs), Wide Area Networks (WANs), and routers, including the associated data communications technology
  • Contract administration
  • Modern management theory
  • Cisco and HP Aruba wire and wireless integration

Abilities:

  • Oversee the development and maintenance of networking systems in designated information technology areas
  • Analyze and direct the design of highly complex data network
  • Manage large-scale projects from inception to culmination
  • Analyze situations, identify problems, recommend solutions, and evaluate outcome
  • Meet tight time constraints and deadlines
  • Determine strategies to achieve goals and Plan financial and staffing needs
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Supervise subordinate staff
  • Exercise independence in identifying, defining and selecting study methods
  • Research, compile, analyze, interpret, and disseminate information
  • Evaluate and establish appropriate priorities
  • Establish and accomplish goals and objectives
  • Communicate clearly, concisely and effectively, both orally and in writing
  • Establish and maintain effective working relationships with IT service provider staff, management and subordinate employees
  • Exercise appropriate judgment in answering questions and releasing information; analyze and project consequences of decisions and/or recommendations
  • Read, write, speak, and understand English
