Basic Function

To perform systems analysis and coordinate the computerization of a specified function or area within a department.

Example Of Duties

  • Performs business and systems support, analysis, design, and implementation for IT software, project management functions
  • Oversees the lifecycle of changes to business systems, prepares detailed reports for executive management, based on self-initiated interviews, diagrams, surveys and workflow analysis
  • Researches and analyzes existing business practices and procedures
  • Performs requirements analysis, feasibility studies, and prepares project proposals for the development, enhancement, and maintenance of an information system specific to assigned department
  • Designs technical systems specifications
  • Provides input to consultants regarding systems needs and acceptability of alternatives
  • Evaluates systems to ensure that requirements are properly satisfied
  • Verifies vendor compliance with contract and work plan
  • Monitors system performance
  • Responds to systems emergencies
  • Troubleshoots, analyzes and resolves system problems
  • Prepares cost/benefit analysis reports for information processing systems and develops associated justifications for the acquisition of systems products and services
  • Prepares reports, systems training manuals, and technical systems documentation
  • Creates and modifies microcomputer programs
  • Develops advanced microcomputer analytical models and report programs using specified software packages
  • Designs advanced decision support tools and models used for decision making
  • Participates in department's information security, disaster recovery, and safety programs
  • Participates in evaluation and awards of contracts to Information System vendors
  • Supervises subordinate staff
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree - Computer Science, Information Systems, or other related field
  • 4 years' experience performing systems support, documentation, reporting, analysis, design, and implementation

Knowledge:

  • Proficient: Microsoft Office, Excel, PowerPoint, Project, Access, Visio, Project Portfolio Management solutions, SharePoint, Service Management Systems, Mass Notification Solutions
  • Project Management, Software Design, Software Documentation, Software Development Process, Software Requirements, Analyzing Information, Software Maintenance, Promoting Process Improvement
  • Theories, principles, and practices of specified application areas, systems analysis, project management, and statistical methods
  • Applicable local, state, and federal laws, rules, and regulations governing information systems
  • Capabilities of large-scale computer systems
  • Principles of supervision
