Basic Function

To plan, direct, and control the performance of a major organizational unit within Vendor/Contract Management (V/CM).

Example Of Duties

  • Oversees the development, implementation, and maintenance of the Purchase Card Program for Metro to include programs and policies and overall program coordination among internal and external stakeholders
  • Drives the strategic direction for the Purchase Card Program
  • Directs the financial and administrative activities for V/CM to include capital and operating budgets, performance analyses, and staffing needs
  • Identifies and directs in-depth analyses of a broad range of problems affecting the mission of Procurement, including its relationships with other offices and departments of Metro
  • Develops recommendations to alleviate and resolve identified problems
  • Prepares and presents conclusions and recommendations to a variety of audiences, including the Metro Board
  • Reviews and modifies board reports on behalf of V/CM business unit for accuracy, coherence, and correctness
  • Develops and implements goals, objectives, policies, procedures, compliance measures, budget and work standards for assigned functions, and monitors progress
  • Prepares and assists in the preparation of documents related to presentations to the CEO, Metro’s Senior Leadership Team, and the Board of Directors
  • Oversees, develops, and maintains Key Performance Indicators for V/CM
  • Develops and directs program for continuous professional development training for V/CM staff
  • Ensures programs, procedures, and policies comply with requirements for EEO plans, discrimination complaints, and special EEO program efforts where applicable
  • Supports the development and implementation of information systems for V/CM
  • Supervises the coordination and retention of records and documents for the department
  • Represents the Executive Officer, as required, at meetings within and outside of Metro
  • Provides support to special projects
  • Supervises subordinate staff
  • Communicates Metro’s safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor’s degree-business, public administration or other related field
  • 5 years’ senior management-level experience in a major functional area of procurement that includes contract administration
Preferred Qualifications

Due to the competitiveness of the recruitment, consideration may be given to those candidates who demonstrate the following additional qualifications:

  • Policy development and management experience
  • Master’s degree in Business, Public Administration, Procurement Administration, or other related field

Knowledge:

  • Theories, principles, and practices of public sector procurement and contract administration
  • Administrative principles and methods, including goal setting, program and budget development and implementation
  • Applicable federal, state and local laws, rules, and regulations governing procurement and contract administration for construction, procurement, and professional services contracts
  • Public administration
  • Capital and operating budgets

Abilities:

  • Direct the overall activities of a major organizational function
  • Assess current procurement systems and develop innovative strategies for improved processes
  • Establish and implement policies and procedures consistent with Metro objectives
  • Understand, interpret, and effectively apply laws, rules and regulations, policies, procedures, contractual terms and conditions, ethical standards, and labor/management agreements
  • Exercise judgment and discretion in making decisions
  • Communicate effectively when writing or speaking
  • Represent Metro before elected officials and the public
  • Interact professionally with various levels of Metro employees and outside representatives
  • Plan financial and staffing needs
  • Make financial decisions within established budgets
  • Develop strategies to achieve Metro, Procurement Unit and Department goals
  • Prepare comprehensive reports, analyses and correspondence
  • Supervise subordinate staff
  • Read, write, speak, and understand English
