Basic Function

To provide executive direction for the overall project control operations in support of engineering and construction of major capital projects.

Example Of Duties

  • Provides policy direction to assigned departments charged with budgets, finance, cost engineering, scheduling, configuration management, estimating, and information systems for construction projects
  • Monitors activities of assigned departments to ensure conformance with goals and objectives of reporting unit and eliminate impediments to peak performance
  • Establishes and monitors short-range and long-range goals, budgets, schedules, and strategies
  • Analyzes and develops appropriate cost engineering, scheduling, and estimating staffing levels within engineering management, construction management, and program management contracts
  • Directs the integration of construction staff and consultant activities
  • Directs efforts to secure federal funding for Metro's capital projects
  • Negotiates funding agreements with federal and state agencies
  • Negotiates and manages consultant contracts; monitors and evaluates work of consultants, contract personnel, and vendors
  • Briefs executive staff and the Board of Directors as necessary
  • Directs all activities involving federal oversight of transit and highway project delivery, and regional rail projects
  • Represents Metro at meetings, conferences, and public events
  • Chairs and participates in various committees and task forces
  • Directs the conducting of studies, investigations, and analyses at the direction of executive staff and Board of Directors, including reports of findings and recommendations
  • Supervises subordinate staff
  • Communicates Metro's safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree - Business Administration, Finance, Engineering, Construction Management, or other related field
  • 5 years' senior management-level experience administering project cost and schedule control activities for major capital projects
Preferred Qualifications

Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.

The following are the preferred qualifications:

  • Experience developing and maintaining a multi-discipline, cost-loaded schedule for large complex light rail or heavy rail transit projects
  • Experience developing and maintaining a multi-discipline cost-loaded schedule using Primavera software
  • Experience analyzing the project critical path, project schedule float, scheduling logic, and time impact analysis
  • Experience preparing and maintaining a project budget, including current budget, commitments, expenditures, forecast, and multi-year cash flows
  • Experience providing the required schedules, project cost information, and reports to the Federal Transit Administration (FTA)
  • Project management or project controls certification/license

Knowledge:

  • Theories, principles, and practices of public administrative methods, capital and operating budgets, cost management, scheduling management, finance, configuration management, and information systems for major public works projects
  • Contract procurement, project delivery methods, design development, and multi-discipline construction activity logic
  • Applicable federal, state, and local regulatory requirements and standards
  • Modern management theory

Abilities:

  • Direct the overall activities of major organizational functions
  • Communicate effectively orally and in writing
  • Represent Metro before the public
  • Prepare comprehensive reports and correspondence
  • Utilize applicable computer software applications, such as the latest version of Primavera
  • Analyze situations, identify problems, recommend solutions, and evaluate outcomes
  • Plan financial and staffing needs
  • Compile, analyze, and interpret complex data
  • Determine strategies to achieve goals
  • Establish and implement policies and procedures
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Exercise judgment and creativity in making decisions
  • Interact professionally with various levels of Metro employees and outside representatives
  • Supervise subordinate staff
  • Travel to offsite locations within a reasonable timeframe
  • Read, write, speak, and understand English
