Basic Function

To supervise cost or schedule activities for large, complex capital projects.

Example Of Duties


  • Monitors consultants monthly performance
  • Represents project team in meetings with consultant staff, contractors, and outside agencies
  • Supervises in-house and consultant staff
  • Monitors and updates Contract Unit Description documents
  • Oversees preparation and implementation of Project Management Plans
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Complies with all of Metro’s safety rules, policies, and procedures
Cost Control
  • Supervises Cost Analysts to analyze, develop, control and report budget and project costs
  • Prepares and analyses project cashflow, commitment plans, funding and manpower plans in accordance with grant and funding contribution agreements
  • Ensures implementation of Metro policies, procedures, and plans regarding cost management of multi-million dollar complex construction capital projects
  • Evaluates contract change orders and amendments for impact on budget
  • Ensures accurate financial records are maintained and documented
  • Prepares and ensures accuracy and consistency of quality of project cost baseline plan and periodic updates to current cost status reports
  • Identifies cost related problems which arise during project execution and recommends corrective actions and creative solutions
  • Oversees cost forecasting and invoice processing
Schedule Control
  • Prepares, analyzes, and implements project design and construction schedules to ensure conformance with authorized scope, cost, and schedule requirements
  • Prepares and ensures accuracy and consistency of schedule baseline plans and periodic schedule status reports
  • Ensures implementation of Metro policies, procedures, and plans regarding schedule management of multi-million dollar complex construction capital projects
  • Identifies schedule related problems which arise during project execution and recommends corrective actions and creative solutions
  • Evaluates contract change orders and amendments for impact on schedule
  • Ensures accurate schedule records are maintained and documented
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes
  • Bachelor's degree – Construction Management, Engineering, Business, or other related field
  • Six years of relevant experience or three years of relevant supervisory-level experience in scheduling OR cost control in large complex capital construction projects, some positions in this class may require specialized experience in area of assignment
Preferred Qualifications

Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.

The following are the preferred qualifications:

  • Experience managing, tracking, or reporting project scope, budget, cost, schedule, forecast, commitments, or trend reporting for major capital projects
  • Experience in the scheduling of capital construction projects
  • Experience preparing comprehensive cash flows
  • Experience performing cost control in the rail transit industry
  • Experience managing federal grant and funding contribution agreements
  • Association for the Advancement of Cost Engineers (AACE) certification or other project/construction management certification


  • Theories, principles, and practices of cost management, schedule management, project management, and construction management methods
  • Advanced capabilities of specified software such as Primavera Scheduling Software and MS Office Applications including PowerPoint, Excel, and Word
  • Applicable local, state, and federal laws, rules, and regulations


  • Work with end users within an integrated team environment
  • Work independently with minimal management oversight
  • Plan, organize, and monitor the cost/scheduling activities for major capital projects
  • Adapt to changing requirements and situations
  • Work effectively in a multi-disciplinary and multi-contract environment
  • Analyze situations, identify problems, and recommend solutions
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Compile and analyze complex data
  • Communicate effectively orally and in writing
  • Determine strategies to achieve goals
  • Mediate and negotiate
  • Prepare comprehensive reports and correspondence
  • Exercise judgment and creativity in making decisions
  • Work under tight time constraints and deadlines
