Basic Function

To develop, plan and oversee the overall functions of Metro’s Transit Security training.

Example Of Duties

  • Plans, develops, and facilitates the training programs in accordance with Metro’s strategic goals and all applicable rules and regulations
  • Facilitates classroom training
  • Evaluates effectiveness of current transit and operations security related training instruction and identifies training needs for all employee/management levels
  • Researches the latest developments in management/staff training methodologies and techniques to develop transit and operations-related training programs that enhances employees’ effectiveness and efficiency
  • Designs the training materials and lesson plans in response to specific requests for training
  • Assesses training needs and identifies appropriate training programs/curriculums for department employees and law enforcement contract personnel
  • Establishes and monitors long-range training needs for security and law enforcement
  • Oversees, monitors, and adheres to department’s budget, goals, and schedules to comply with agency-wide fiscal responsibility
  • Oversees program and project delivery to ensure agency-wide training programs are delivered on-time and within budgetary guidelines
  • Develops, oversees, and implements monthly, quarterly, annual, and tri-annual training schedules for department employees
  • Prepares written and oral reports for supervision and management
  • Participates in departmental training committee meetings in order to establish new practices and policies
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out
  • Represents Metro Transit Security at job fairs and other recruitment outlets
  • Determines recruitment needs and develops strategies for targeting appropriate jobs; conducts departmental recruitment and selection processes for union represented jobs; works with Talent Acquisition to establish selection criteria; and evaluates applications, resumes, and physical agility testing
  • Maintains comprehensive electronic database and records related to specific education, training, and certifications

Requirements For Employment

  • Bachelor's degree - Business, Engineering, Public Administration, or other related field
  • 4 years’ senior-level experience developing and maintaining training programs for a law enforcement or transit police/security agency
  • Experience may be substituted for education on a year-for-year basis
Preferred Qualifications

Due to the competitiveness of the recruitment, consideration may be given to those candidates who demonstrate the following additional qualifications:
  • Experience facilitating training programs for a law enforcement, transit police, or security agency
  • Security related certifications such as firearms instructor, verbal judo, defensive tactics, etc.

Knowledge:

  • Theories, principles, and practices of Physical Security Critical Infrastructure protection; training program development, and departmental administration
  • Strategies to Mitigate Terrorism Threats
  • Community Policing Principles
  • Department operating policies and procedures
  • Computer and Microsoft Office Software, including Power Point, Word, and Excel
  • Modern management theory
  • Research and report preparation methods

Abilities:

  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and Labor/management agreements
  • Compile and analyze complex data
  • Prepare comprehensive reports and correspondence
  • Develops and delivers quality projects from inception to close-out n time and within scope and budget
  • Analyze situations, identify problems, recommend solutions, and evaluate outcome
  • Exercise good judgment and creativity in making decisions
  • Determine strategies to achieve goals
  • Plan financial and staffing needs
  • Conduct surveys, identify training needs and develop training plans and programs
  • Interact professionally with various levels of Authority employees and outside representatives
  • Communicate effectively orally and in writing
  • Travel to offsite locations within a reasonable time frame
  • Supervise subordinate staff
  • Read, write, speak, and understand English
  • Follow rules and instructions
  • Work independently with minimal supervision
