Basic Function

  • Plans, directs, manages and controls ExpressLanes and Freeway Service Patrol (FSP) functions within the Congestion Reduction Department

Example Of Duties

  • Provides policy direction and guidance to staff responsible for major ExpressLanes and FSP programs or services
  • Directs the establishment of goals and major priorities, and advises on the development of strategies and resolutions to major ExpressLanes and FSP issues
  • Oversees and coordinates employees who are directing major complex technical studies and analytical work in ExpressLanes planning including, but not limited to, traffic modeling, revenue forecasting, statistical analyses, concepts of operation, ITS planning, systems development, and demand management
  • Oversees and coordinates employees who are directly responsible for the operations and maintenance of FSP and ExpressLanes, including but not limited to, customer service issues, website updates, system and equipment improvements, data analysis, management of vendor contract(s), capital improvements and roadway maintenance
  • Consults with and advises Metro executive management on ExpressLanes and FSP operational policies and related issues and formulates policy recommendations for Board of Directors and advises on related issues
  • Leads, guides and directs responses to major incidents, issues and enquiries on ExpressLanes and FSP operational issues and reports
  • Directs efforts to secure local, state, federal and other funding for Metro's future ExpressLanes and FSP corridors
  • Provides direction and makes recommendations to solve complex operational issues and problems
  • Directs the development and implementation of work plan goals, objectives, policies, procedures, budget, and work standards for assigned functions, and monitors progress
  • Consults with and recommends to Metro management, Board of Directors, and municipal and transportation officials on the direction, progress, preparation, and funding of policies and programs
  • Directs special studies and analyses at the direction of executive management and Board of Directors
  • Directs coordination of programs and policies including negotiating contractual agreements with other planning and transportation agencies
  • Oversees all contracts, operating budget and capital budget for ExpressLanes and FSP
  • Evaluates proposed/enacted legislation for impacts on Metro’s ExpressLanes and FSP programs and projects
  • Interacts with and represents Metro before elected officials, business, professional, civic, government, and community groups regarding Metro’s ExpressLanes and FSP plans, policies, programs, and services
  • Provides expertise and leadership to project managers conducting technical studies and analysis related to highway operational improvements and congestion relief
  • Collaborates with Metro departments in the development of agency-wide plans, programs, and policies
  • Directs the preparation of comprehensive studies, evaluations, cost estimates, and reports needed to support Board of Directors’ policy decisions
  • Advocates funding needs of Metro’s transportation programs and assesses future financial trends, opportunities, and constraints
  • Monitors and evaluates multiple recommendations for major transportation programs; develops alternatives and major complex financial and funding recommendations
  • Establishes, supervises, and enforces priorities of multiple, major work efforts for staff and consultants
  • Communicates Metro’s safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree - Business, Public Administration, Urban Planning, Engineering or other related fields
  • 5 years of senior management-level experience in ExpressLanes planning and project management, Intelligent Transportation Systems (ITS), highway operations, or congestion pricing and at least one year upper management-level experience in one or more of the relevant departmental functions
  • Master's degree in a related field is desirable
Preferred Qualifications
  • Experience developing, implementing, operating and managing tolling programs, including All Electronic Tolling


  • Experience developing public policy

Knowledge:

  • Theories, principles and practices of congestion pricing, particularly related to ExpressLanes planning, development, implementation, operation and maintenance
  • Theories, principles, and practices of transportation planning, development, programming, construction and highway operations
  • Applicable local, state, and federal laws, rules, and regulations
  • Administrative principles and methods, including goal setting, program and budget development and implementation
  • Capital and operating budgets, and funding sources
  • Social, political, and environmental issues influencing transportation programs
  • Public administration
  • Modern management theory
