Basic Function

To manage initiatives related to Metro’s Vision 2028 Strategic Plan under the purview of the Office of Extraordinary Innovation (OEI).

Example Of Duties

  • Plans and manages Metro Strategic Planning Initiatives, including continuous improvement and other OEI initiatives
  • Works with Metro departments to develop a program of continuous improvement that includes streamlining business processes; and improving the quality, management, and use of data to assist the agency in making prudent decisions that align with desired outcomes for both customer-facing services and internal business processes
  • Monitors agency progress towards achieving the Metro’s strategic vision and goals
  • Oversees employee survey(s) and facilitates action planning as a result of survey(s) to improve employees work experience and establish a culture of continuous workforce improvement
  • Develops, forecasts, and monitors budgets for plans, programs, and projects
  • Provides technical support and policy guidance to management on Metro plans, programs, and projects
  • Represents Metro, provides consultation services, and makes presentations to local, regional, state, and other agency committees and boards
  • Coordinates and disseminates information to various agencies, groups, and departments
  • Reviews and evaluates contractor proposals; negotiates award amounts, operating standards, and work projects; ensures productive use of contractors; and analyzes and manages contractor/consultant contracts and budgets
  • Participates and takes leadership position in regional forums; leads interagency task forces and technical advisory groups
  • Prepares comprehensive reports, correspondence, and cost estimates
  • Supervises, trains, and provides technical assistance to subordinate staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor’s degree - Business, Public Administration, Public Policy, or other related field
  • 5 years' progressively responsible experience in project management, continuous process improvement, strategic planning, or other related area
  • Master’s degree in a related field is desirable

Knowledge:

  • Theories, principles, and practices of project management, Continuous process improvement and performance management practices, communications, and conflict resolution techniques
  • Contract administration
  • Financial and budgeting principles

Abilities:

  • Manage the activities of a major project or program
  • Interact professionally with various levels of Metro employees, outside stakeholders, and the public
  • Understand complex planning and organization management concepts
  • Communicate effectively orally and in writing
  • Mediate, negotiate, and build consensus across a diverse set of parties and interests
  • Prepare comprehensive reports and correspondence
  • Analyze situations, identify problems, determine strategies to achieve goals, recommend solutions, and evaluate outcome
